A SELPA is responsible for:
- Ensuring compliance with federal/state law (IDEA and state special education law)
- Coordinating assessment and eligibility processes
- Supporting Individualized Education Program (IEP) development
- Allocating funding and resources
Monitoring program quality and student progress
West San Gabriel Valley SELPA Visual Impairment Program
In special education, visually impaired refers to a range of visual conditions that affect learning. This includes:
- Low vision
- Blindness
- Functional vision loss that affects educational performance
To qualify under special education eligibility, a student’s visual impairment must adversely affect their ability to access curriculum or participate in school activities.
The TCUSD program for students with visual impairments is designed to make sure the student can:
- Access the same educational content as their peers
- Move safely and independently in school environments
- Develop literacy skills through sensory-appropriate formats
Participate socially and academically with supports
Services typically include assessment and eligibility determination; instruction from a Teacher of Students with Visual Impairments (TVI); Braille, large-print, and tactile materials; orientation and mobility training to support safe and independent travel; assistive technology and training (such as screen readers, magnification, and Braille devices); consultation and collaboration with general education staff; family support and training; and ongoing monitoring through the IEP process to ensure services and accommodations are aligned with each student’s individual needs. In addition, related services based on student needs can be offered through the IEP.
