What is Expanded Learning?
“Expanded Learning” means before school, after school, summer and/or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of students through hands-on, engaging learning experiences.
ELOP with Right at School (RAS)
We want to thank you for being a vital part of the Temple City Unified School District. As we prepare for the 2026-2027 school year, we know how important it is for families to secure reliable after school care.
TCUSD has partnered with Right at School (RAS) to support students that meet the Expanded Learning Opportunities Program (ELOP) eligibility. For elementary students, RAS will meet the required extended programming that serve the academic, social, emotional, and physical needs of our students while providing opportunities for enrichment.
We are thrilled to announce that for the 2026-2027 school year, after school care will be free for TK through 6th grade families that follow the registration process during our open enrollment window(s). Through the state-funded Expanded Learning Opportunities Program (ELOP), our district’s Child Development Programs will offer two separate after school options. Here is what you need to know about our upcoming programs and how to enroll.

ELOP Student Priority Eligibility and Family Requirements:
Eligible Students (TK/K-6th Grade) must be identified as:
- A student who is a foster youth or experiencing homelessness
- A student who qualifies for Free or Reduced-Price Meals (FRPM)
- Please use the myschoolapps website to submit a meal application.
- A student who is an English Language Learner
Eligibility Applications for ELOP is a three part process
To apply for the new 2026 – 2027 school year, follow the steps below
Open enrollment is filled on a first-come, first-served basis depending on available staffing and grade-level capacity. Please note that enrollment capacity is determined by maximum staff-to-student ratios. Our programs will maintain a ratio of one adult for every 10 TK/Kindergarten students and one adult for every 20 students in grades 1–6. Enrollment may be limited once these capacity thresholds have been reached.
To request a spot in our after school program(s), families will follow these steps during the open enrollment windows:
Open Enrollment Window 1: June 1, 2026 – June 17, 2026
Open Enrollment Window 2: July 6, 2026 – July 10, 2026
- First, complete the Family Interest Form:

2026-2027 Family Interest Form - Second, submit a Meal Application:
To help our district maintain this critical state funding, all participating families are asked to resubmit/submit a new TCUSD meal application. The form will be available on or after Wednesday, July 22, 2026, on the TCUSD website or directly at MySchoolApps (Meal Application)
- Registration Link: Families will receive a direct email link to complete their registration with ELP / RAS. This ensures the program has your updated student, parent, and authorized pick-up information. ELP / RAS will send a welcome letter prior to the first day of care.
Please note that this tuition-waived opportunity is evaluated on a per-school-year basis and is dependent on annual state funding. If funding availability changes or your family’s eligibility status updates, our office will provide advance notice regarding any applicable tuition fees.
To secure your space in the program, you must fully complete both the Family Interest Form and the Meal Application. Families applying during our open enrollment window (June and July) will receive a status email by August 3, 2026. Please note that applications submitted after will be placed on a waitlist, and we will notify you via email as soon as updates become available.
Please note that applications submitted after the open enrollment window has closed may experience a waiting period before eligibility can be determined. During this time, priority enrollment will be given to students who meet Expanded Learning Opportunities Program (ELOP) eligibility requirements. Families will be notified by email as soon as updates regarding their application status and next steps become available.
ELOP-eligible students (TK/K–6th grade) include those who meet one or more of the following criteria:
- Students who are foster youth or experiencing homelessness
- Students who qualify for Free or Reduced-Price Meals (FRPM)
- Students who are identified as English Language Learners (ELL)
Once all eligible ELOP students have been accommodated, any remaining openings will be offered to other students based on space availability.
